Because the guano of the pelicans was vital for fertilising the mountain terraces, and thus for the food security of millions of people, the Inca placed the birds under a draconian sacred law. Whoever disturbed a pelican colony during the breeding season, stole eggs or killed a pelican was punished with death. That makes the Inca the first state protectors of birds in human history.
